Rumors of terrorism and "mass casualty" during the upcoming Invictus Games now haunt Prince Harry's UK visit.

A 40-page risk assessment has been submitted to the UK Home Office by Prince Harry's private security detail. As reported by The Telegraph, the team has uncovered plots of acts of terrorism and "mass casualty" during Invictus. It details how the Duke of Sussex faces an “elevated risk” in the UK—his home country—compared to anywhere else, as five of the six terror plots against him originate in the UK.

It has also been alleged that four out of the five individuals related to previous terror plans against Harry are currently out of prison, which further complicates the matter. There are also rumors of royalists who see him as a threat and a "traitor" to his own family, who might try to cause issues for him as well as his family, should they decide to travel with him to the UK after this new report.

The assessment outlines that “a violent attack on the Duke in a public venue has the potential to become a mass casualty event.” It further said, “The Invictus Games are scheduled to return to the United Kingdom for the first time since the inaugural games in London in 2014. Birmingham is set to host the event in July 2027, meaning that threats to the Invictus Games will fall under UK authority.” The report concluded that “the only way to mitigate residual risks to the Duke is to provide him with state-backed security.”

Harry and Meghan Markle lost their taxpayer-funded security when they stepped down from their duties as senior working royals. Harry has been fighting the government to get the protection back, but no amount of "grievance" has been able to unlock the scenario in his favor.

The new assessment was submitted at the request of the UK Home Office for the Royal and VIP Executive Committee's Risk Management Board (RMB) to reassess the threat level against him. It was supposed to happen back in March, but Harry was recently informed that it never happened and that his request for police protection for his upcoming UK trip this month has also been denied.

This has made the Duke reevaluate his travel plans as to whether to bring the rest of his family with him to the UK for the Invictus Countdown event. As of December 2025, 262 suspicious people, organizations, and vehicles, having demonstrated a threat to the Sussex clan, were being tracked. Out of that, 10 percent were found to have targeted them with “dangerous stalking behavior.”

A previous incident from 2023 had his security team in Montecito apprehend a man who broke into their house with a hammer, with an obvious intent to harm. There have also been rumors that at one point, even al-Qaeda called for the death of Harry because of his Afghan ties when he served in the British army, saying, "His assassination would please the Muslim community.” But even with the persistent threats, the chances of Harry getting back the taxpayer-funded security are close to nil.
